Indira Awaas Yojana (IAY)

                        Indira Awaas Yojana (IAY) is a flagship scheme of the Ministry of Rural Development to provide houses to the poor in rural areas. The objective of the Indira Awaas Yojana is primarily to help construction/upgradation of dwelling units of members of Scheduled Castes/Scheduled Tribes, freed bonded labourers, minorities in the below poverty line category and other below poverty line non-SC/ST rural households by providing them a lump sum financial assistance.

                        IAY is a Centrally Sponsored Scheme funded on cost-sharing basis between the Government of India and the State Governments in the ratio of 75:25. However, in the case of North-Eastern States and Sikkim, funding is shared between the Government of India and the States in the ratio of 90:10 respectively.

                        The selection of beneficiaries under IAY is undertaken by a Committee headed by the concerned Block Development Officer consisting of members of Village Council, representatives of all Political Parties, representatives of NGOs and other prominent citizens. The Permanent IAY Waitlists so prepared is displayed at a prominent place either in the VC Office or any other suitable place in the village.

            The financial assistance per unit cost under the Indira Awaas Yojana for construction of a new house and upgradation of an unserviceable kutcha house is Rs. 48,500/- and Rs. 15,000/- respectively

                        In addition to the assistance provided under IAY, an IAY beneficiary can avail a loan of upto Rs. 20,000/- per housing unit under Differential Rate of Interest (DRI) scheme at an interest rate of 4% per annum.  In fact, several beneficiaries from this RD Block has availed loan under Differential Rate of Interest (DRI) from SBI, Champhai Branch.

                        Construction of sanitary latrine and smokeless Chulha should be taken up with each IAY house.  Convergence with Total Sanitation Campaign (TSC) for providing sanitary latrines in the IAY house is also envisaged. 

                        Similarly, with a view to provide comprehensive benefits to the rural BPL IAY beneficiaries, Indira Awaas Yojana has been dovetailed with Rajiv Gandhi Grameen Vidyutikaran Yojana (RGGVY) being implemented by the Ministry of Power.  Hence, the BPL families receiving assistance under IAY are to be provided with free electricity connection under RGGVY.

                        Monitoring of works under IAY is also taken up vigorously at the Block level. Strict instructions have been issued to all the IAY beneficiaries at the time of disbursal of assistance. VLWs and VLAAs within their respective circles are constantly monitoring the work progress. Besides, Village Councils have been very helpful in monitoring the progress of works. IAY Signboards have been put up in every houses constructed under this scheme. Photographs of houses under IAY have been captured and the performance, in respect of this Scheme, has been very encouraging.
